IPS Plugins Warn Options in Topic View 1.0.0 + (WK) Warn in post 1.0.3

This simple plugin will allow admins to warn or flag as spam from a topic instead of visiting a profile.
I saved two versions of the plugin, for old versions and for new ones:

• Warn Options in Topic View 1.0.0 (for new versions of ips4.6+)
• (WK) Warn in post 1.0.3 (for older versions 4.3+)
