allow page without Two-step auth

On site required two-step auth, but if user not setup it, he cant open language page and change language on site, but it can easy open /account/ pages.
How to add to exceptions /misc/language page for user can change language without setup TFA

dart133then for that you will have to deactivate the verification of 2 step that is for security

no, new users when registered they redirect to 2fa page on default site language. But i want to allow them for change language before they setup 2FA

I don't understand the problem. Users generally can change language (if permitted, and if more than one language is installed) also if they are not logged in (guests)

yes but user who login and dont confirm two step auth(if its enabled) - cant change language..
