Avatar Moderatio - Manage all avatars of user before publicly

Moderate all avatars which upload by users. It is helpful to prevent unexpected avatars.

Permissions: There have some permissions which allow control add-on

• Exempt from avatar moderation: All users which has this permission will bypass avatar moderation.
• Can manage avatar moderation: Allow certain users of group which can manage avatars from other people
