How to display tags? Configuration

I have verified user permissions and created tags, but it is not visible to the public in Resources.
The tags that I have created I did it from the backend and upon entering it tells me that I do not have permissions to see the tag.

On the other hand, it does not show me the option to create tags in the forum.

Is the tag system an addon created by third parties and not from the xenforo system itself?.

Tags can be used inside XF. It's a XF native feature.
Content > tags

I did don't works can't create via frontend and I have created a tag from the backend but it is not showing on the frontend.

I missed activating as shown in the first screenshot. I did not think that I would have to activate several options for it to finally be enabled, anyway. Thanks for the help. Now is works
