How do I use this app for checking add-on updates or how do I install from URL?

This is for addons languages and themes, you also need to have a license API key of themehouse so far as I know.
Connect your ThemeHouse and XenForo account within the admin control panel so you are in sync with any updates that come up.

Works as well with 3rd party Resource Manager sites

validHm it sounds like it can also be used for 3rd party addons. But I've not used it before.
