Define "CHEAP" please. Tell us your budget and probably we can give you a recommendation. Each person have different mean for "cheap". For me web hosting (VPS) that cost $30/month is cheap.

FREE CPANEL : depend your budget. With recent CPanel pricing scheme so difficult get a free CPanel today?
UNLIMITED DISK SPACE : Doesn't exist. If you get offer about UNLIMITED DISK SPACE it just marketing gimmick. Hosting provider run a business for a profit and not for a charity.

for my own opinion dosn't matter cheap all matter security and services , for bluehost is the best .
