RSS Feed/News Are Saved Drafts stored in the db or browser cache?

I have a member who can't find a saved draft in the forum where he saved it. I told him it might be in a different forum than he remembers. He keeps thinking it's because he shut down his browser and lost it, even though I explain that isn't how it works.

In what scenarios can drafts be lost?
