Xenforo 2.1 Can Not use Attach files in Threads or Resources

hello,
when i try to use attach files in any thread or resources upload it fail and wont be attach.
but when i use insert image it work fine,

i tried on v2.1.6 and 2.1.9 same problem.
using PHP v 7.2
and here is my attach setting

( data and internal_data ) folders with prem 777
what may cause this problem?

you have to check the size to upload the file if you exceed what is allowed it will not upload

it only happens to you with the gif files

it was Modsecurity problem , when i disabled it, attach files worked just fine.
is it okay to leave Modsecurity disabled ?

yes because a lot of plugin and xenphor functions need to have that function disabled do you use shared hosting ??
