I currently use

The problem is, when I want to give away a membership that only administrators can buy,
I can't, it's not available for that person
When I try to use a coupon that only administrators can use
for a user who is not an administrator, it doesn't work.
I don't understand what I'm doing wrong, according to me, that's what the permissions of who can use it are for, so that only who should use it, but I don't understand, what do I do or how do I solve then?
I thought about a secret coupon and change it occasionally, but I wanted to know if there is no other option than that.
