Different between "Released Upgrade" and "Released" version?

Hi, newbie question: What's different between "Released Upgrade" and "Released" version?

as I understanding Released Upgrade is used for upgrading from old version (EX: xenforo 2.1 to 2.2)
Released version is for fresh installation?
Is it correct?

There is only a small difference

Upgrade Version, does not include the following files

• .htaccess files
• data folder
• internal_data folder

The reason is to avoid overwriting in an existing installation, if you got the release version, just remove these and you can also do an upgrade with them.
