Is it possible to keep the visible a category resources to all and no permissions to download specific one??

Hey, Thanks for being here.
Let me explain: I have a resource category named "Others" and in this category, everything is free and downloadable to all the user groups which is fine.
What I want is to make some resources for a specific user group within the same category and visibility which means all users can see that resource but a specific user group can download it. I DON'T WANT TO CREATE ANOTHER CATEGORY FOR THIS.

How can I achieve that?
