PayPal IPNs Don't automatically upgrade accounts

Hey all, as the title states my PayPal IPNs don't work. I had some old/outdated payment/upgrade related addons and I hope this was the issue. Has anyone else run into this?

At paypal settings is a option Payment encryption. Chnage that and test

1. Log in to your PayPal account
2. Go to the Website Payment Preferences of your PayPal profile
3. Scroll/swipe down to the Encrypted Website Payments section
4. Set Block Non-encrypted Website Payment to Off
5. Click the Save button

It is already off. I am wondering if it was an outdated user upgrades addon.

The issue is not on addon because payments are handled from xf core.
