PROBLEMS WITH IPS FORUM POST

I installed IPS on my web hosting to have a forum, but I have noticed that when I publish a post, both me and the users do not say correctly the date and time, but it appears %.

I attach photos, does anyone know how to fix it?

When I experienced this, I couldn't fix it after changing 3 different servers and php versions.
