It is a sidebar plugin that is pinned to the top and bottom, similar to the one used in some custom themes and sites like twitter.

The sidebar is fixed to the bottom when the page is scrolling down, and to the top when it is scrolling to the top.

You do not need to make any settings for Default or similar themes, you can make settings for themes that have changed the Navbar size or sidebar class, from the theme properties.
